Paqueta was shown a red card late in the match at the London Stadium after receiving two quick yellow cards for dissent.
The Brazilian was cleared of four spot-fixing allegations by the FA earlier this year following a thorough investigation.
"It's absurd to have my life and career impacted for two years without any psychological assistance from the federation," Paqueta wrote on X.
"Maybe this unreasonable behavior is just a reflection of all I've had to endure and apparently still must endure! I apologize if I'm not perfect."
Paqueta's message was a response to a Sky Sports post that shared footage of the incident with the caption "It's ridiculous behaviour."
The 28-year-old also issued an apology to his teammates and supporters but maintained that his conduct did not justify a sending-off.
"I realize now I have to play the villain; it's hard to cope with everything that has affected my life and mental state!" his translated Portuguese message stated. "I will keep trying to stop these things from impacting me any further.
"This doesn't excuse my dismissal, and for that I apologize to the fans and my teammates!"
Paqueta was cleared on July 31st of accusations that he intentionally tried to get booked during four Premier League matches between November 2022 and August 2023 against Leicester City, Aston Villa, Leeds United and Bournemouth.
Paqueta, who faced the possibility of a lifetime ban, denied the spot-fixing allegations.
