Real Madrid is completing a report for FIFA to demonstrate that they have endured referee injustices for almost twenty years, overlapping with Barcelona’s payments to ex-vice president of the CTA, Negreira.
Real Madrid is very close to submitting a document considered crucial in the investigation concerning the Negreira referee scandal. According to Josep Pedrerol from El Chiringuito, the report has reached its final stage and is expected to be sent to FIFA headquarters in the coming days, accompanied by video evidence, data, and analytical documents compiled by Real over a long period.
The purpose of the report is to clarify Real Madrid’s position: they believe the club has been harmed by refereeing decisions for nearly 20 years — precisely during the time Barcelona paid over 8 million euros to José María Enríquez Negreira, who served as vice president of the Refereeing Technical Committee (CTA).
“Barcelona paying the vice president of referees more than 8 million euros over 17 years is abnormal, regardless of the reasons”, President Florentino Perez emphasized in a recent internal meeting.
Barcelona claims these payments were for scouting and evaluating referees, yet the matter remains under investigation by the Spanish courts. Real Madrid joined the case as the victim after the judge recognized them as directly impacted during Negreira’s influential period at the CTA.
According to Pedrerol, the report Real is about to submit to FIFA not only compiles data from the 17 years Negreira was in office but also reviews subsequent seasons. “Nothing really changed because many close associates of Negreira continued working within the system”, Pedrerol explained. This leads Real to want to prove that the irregularities were not confined to Negreira’s term but extended several years after he left the position.
Gianni Infantino, FIFA’s president, has been informed in advance about the report and is awaiting Real Madrid’s complete submission. Should FIFA find the document substantial, it may launch an independent investigation or request additional data from the Spanish Football Federation.
The Negreira scandal erupted in 2023 when Barcelona was accused of bribery following payments made from 2001 to 2018 to Negreira. The court later confirmed this as a criminal act, leading to numerous high-profile witnesses, including Javier Henriques — Negreira’s son — and two former Barcelona presidents, Sandro Rosell and Josep Maria Bartomeu.
With the investigation still ongoing, Real Madrid’s move marks a new escalation, promising to shake Spanish football further in the near future.
