
On January 29th, the Ministry of Public Security, the General Administration of Sport, and the Chinese Football Association convened a joint press briefing in Beijing regarding the special crackdown on “match-fixing, gambling, and black-market” problems within football. Representatives from the Public Security Administration, the Competitive Sports Division of the General Administration of Sport, and the Chinese Football Association participated and responded to media inquiries. The event was chaired by the General Administration of Sport’s Propaganda Department head.
The head of the Public Security Administration Bureau introduced recent efforts by law enforcement to intensify the crackdown on illegal activities related to match-fixing, gambling, and gang crimes in football. The Ministry of Public Security will continue cooperating with sports authorities to maintain a strict legal enforcement and high-pressure crackdown, effectively supporting the deepening and solid implementation of related work.
A Chinese Football Association official reported on the specific penalties imposed in this industry action. The CFA Disciplinary and Ethics Committee, based on the "Chinese Football Association Disciplinary Code," has deducted points and fined 13 clubs including Tianjin Jinmen Tiger for the 2026 professional league season; 73 practitioners, including Chen Xuyuan and Li Tie, who were judicially convicted of crimes, received lifetime bans from all football-related activities; 3 practitioners found guilty of violations but legally exempted from prosecution were banned from engaging in any football-related activities for five years. The CFA official emphasized that the association will maintain a strict stance without wavering and continue to punish all types of violations and misconduct in football with a zero-tolerance policy.

Henan Football Club: 6 points deducted and fined 600,000 yuan;
Zhejiang Professional Football Club: 5 points deducted and fined 600,000 yuan;
Shanghai Port Football Club: 5 points deducted and fined 400,000 yuan;
Beijing Guoan Football Club: 5 points deducted and fined 400,000 yuan;
Meizhou Hakka Football Club: 3 points deducted and fined 200,000 yuan;
Changchun Yatai Football Club: 4 points deducted and fined 200,000 yuan;
Suzhou Dongwu Football Club: 3 points deducted and fined 200,000 yuan;
Ningbo Professional Football Club: 3 points deducted and fined 200,000 yuan.
A relevant official from the Competitive Sports Department of the General Administration of Sport stated in response to reporters that this punishment demonstrates the administration’s firm determination to rigorously rectify the football industry’s conduct. The General Administration will resolutely implement the Party Central Committee and State Council’s decisions on football revitalization and the Central Commission for Discipline Inspection and National Supervisory Commission’s requirements for reform, governance, and development in football through case-based measures. Together with the Ministry of Public Security, it will guide the Chinese Football Association to resolutely investigate corruption cases, punish violations and misconduct, and correct behaviors undermining industry integrity. Additionally, it will further reinforce responsibilities at all levels of sports administration, football associations, and the Chinese Football League Federation, enhance systematic governance, improve supervision efficiency, and continuously consolidate and expand the results of combating “match-fixing, gambling, and black-market” activities, providing stronger political guarantees for the steadfast advancement of football revitalization and development.
