OFFICIAL: FIFA finalizes new 'Vinicius Jr rule' for the 2026 World Cup

The upcoming World Cup will introduce a series of major changes, highlighted by a prohibition on players covering their mouths while arguing, as well as notable revisions to VAR and gameplay rules.

Star players at the World Cup will be banned from covering their mouths when confronting or arguing with opponents on the field, as part of a strong move by football's rule-making body to enhance transparency and prevent racial abuse.

Gianluca Prestianni covered his mouth while speaking to Vinícius Júnior during the clash between Benfica and Real Madrid in the Champions League last month.

This decision follows the controversial incident involving Vinícius Jr. in the match between Real Madrid and Benfica in the Champions League. The Brazilian star alleged he was racially abused on the pitch, sparking widespread outrage in the international football community.

Accordingly, players will not be allowed to use their hands or jerseys to cover their mouths during exchanges or confrontations. The International Football Association Board (IFAB) states that such actions can conceal inappropriate language and hinder the verification of offensive behavior.

Vinícius Júnior accused the Argentine player of calling him "mono" – a Spanish word meaning "monkey".

In addition to the new rule mentioned, IFAB has also approved several notable changes for the upcoming World Cup. Specifically, players receiving treatment for injuries must leave the field for at least one minute, except in cases of fouls resulting in a yellow or red card.

The time allowed for throw-ins and goal kicks will also be tightened with a 5-second countdown. VAR technology will be expanded to cover more situations, including checks for second yellow cards and incorrectly awarded corners.

Furthermore, a substituted player will have a maximum of 10 seconds to leave the pitch. If not complied with, the incoming substitute will not be permitted to enter immediately. IFAB is also considering trialing a temporary reduction to 10 players if a goalkeeper is injured, to deter "tactical injuries", as current rules do not require a goalkeeper to leave the field for medical attention.

Gianluca Prestianni claimed his remarks were offensive regarding sexual orientation, not race.

Notably, Arsène Wenger's proposed offside law change will be officially trialed in the Canadian Premier League. Under this, a goal will only be disallowed if there is a clear gap between the attacker and the defender.

Simultaneously, IFAB will implement a two-year plan to review and adjust VAR, aiming to improve its effectiveness and reduce controversies.

The issue of players covering their mouths during on-field discussions gained particular attention after Vinícius Júnior alleged that young midfielder Prestianni repeatedly called him "mono" – a Spanish term meaning "monkey", implying racial discrimination. The incident has reignited the fight against racism in top-level football.
