Participating teams include U17 Australia, Brunei, Cambodia, Indonesia (host), Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.

Matches are held at two stadiums in East Java: Gelora Joko Samudro Stadium in Gresik with a capacity of 25,000 seats, and Gelora Delta Stadium in Sidoarjo with a capacity of 19,400 seats. Both venues are located in the Greater Surabaya area, facilitating organization and travel between matches.
