This year's tournament features the participation of 12 teams from the Southeast Asian Football Federation, with no qualifying rounds held. This means all registered teams directly participate in the finals. The list includes Australia, Brunei, Cambodia, Indonesia (host), Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.

Matches will be held at two stadiums in East Java: Gelora Joko Samudro Stadium with a capacity of 25,000 seats and Gelora Delta Stadium with 19,400 seats. Both venues are located in the Greater Surabaya area, facilitating organization and team travel.

Regarding the format, the 12 teams are divided into three groups A, B, and C, each consisting of 4 teams playing a single round-robin.
