According to "The Athletic," Manchester United owner Sir Jim Ratcliffe has set a price ceiling for signing a new midfielder this summer. He hopes the transfer department can acquire two or three midfielders at around £70 million each. This mirrors the spending on forwards last year, when Cunha's transfer fee was £62.5 million, Mbeumo £71 million, and Sesko £74 million.

Therefore, among Manchester United's primary targets, Nottingham Forest's Elliot Anderson and Newcastle United's Sandro Tonali's asking prices have already far exceeded this limit. The 23-year-old England international Anderson is certainly the most expensive. After Nottingham Forest's 5-0 away win against Sunderland, relegation is essentially no longer a concern, so hoping they would lower prices due to dropping into the Championship is unrealistic.
Currently, Nottingham Forest, having played one more game, leads West Ham United by 6 points and Tottenham Hotspur in the relegation zone by 8 points. The latter two teams still have 5 matches left, making it nearly impossible for both to overtake Forest. Maintaining Premier League status allows Forest to adopt a firm stance, potentially demanding £100 million or even £130 million for Anderson, setting a new Premier League transfer record.
In July 2024, Anderson transferred from Newcastle United, the club he dreamed of playing for since childhood, to Nottingham Forest for £35 million. Thus, given his status as a key midfielder for the England national team, it's hard to imagine Forest lowering the price to £70 million. Anderson's contract runs until 2029, further strengthening his current club's negotiating position. It remains unclear whether Anderson's transfer will be agreed before or after the World Cup, which will also affect the fee.
For Manchester United, a bigger blow is that reliable sources widely believe Anderson prefers joining Manchester City. City appreciates Anderson's progress since moving from Newcastle to Forest, and reportedly, the relationship between the two clubs is also very positive.
This summer, Manchester City's midfield could also undergo significant changes. The futures of Mateo Kovacic and Nico Gonzalez are uncertain, while Bernardo Silva will leave the club after his contract expires in June. Real Madrid is also interested in Rodri, but City hopes the Spanish midfielder will renew his contract, which currently runs until 2027.

Tonali received support from "The Magpies" during his suspension, and he appreciates the club's kindness, so he certainly won't employ any forcing tactics. Any potential suitor hoping to sign him must negotiate the transfer fee directly with his club, and it's well-known that Newcastle maintains a firm stance when selling players.
Thus, if Manchester United insists on a transfer fee ceiling around £70 million, it will be difficult to acquire either Anderson or Tonali. One long-admired player United might have a chance to sign is Brighton's Carlos Baleba. Last year, former manager Ruben Amorim wanted to sign this 22-year-old Cameroonian defensive midfielder, but Brighton demanded over £100 million, and the deal ultimately didn't materialize.
Baleba's form has declined this season, and Manchester United believes his price should drop to around £50 million. Moreover, United already reached a principled agreement with Baleba on personal terms last year, and that agreement remains valid today, reducing the workload in acquiring him.

However, Romano states that whether United buys Baleba depends on three factors. "Baleba remains a target monitored by Manchester United scouts and executives," Romano said. "I can confirm that the verbal agreement between Baleba and Manchester United reached in 2025 remains valid in the summer of 2026. The player still very much desires to transfer to Manchester United, but several factors need consideration, including appointing a permanent manager, budget arrangements, and Brighton's stance."
