According to the FIFA rankings, Pakistan is the lowest-ranked team among those participating in the top division of the tournament, far below group opponents like Vietnam (99), Thailand (94), and the Philippines (135). Their ranking is even lower than Brunei (194) and only higher than Timor-Leste (201).

As per information from the organizers, Pakistan did not qualify for Division 1 through FIFA ranking criteria but received a special wildcard from FIFA. The South Asian team was invited to replace China after the latter withdrew from the tournament, thus completing the list of 14 teams in the top division of the inaugural FIFA ASEAN Cup.

Besides the substitution factor, FIFA’s decision also aligns with the developmental goals of the new tournament.
